If you leave your PC on at home, you can actually stream from your PC to your phone. So you can actually play Steam games on your phone whilst your PC is on at home.

Nice, but let's wait and see what the latency will be. I've installed the Steam app on my Samsung TV, and the latency is too high for playing shooters and pinball games. Steam Link connected to the same TV works fine.

Yes, but only for in-home streaming. Meaning you can only stream locally within your network.
The interesting part is streaming outside your network
