I still think doing the quote thing is the best way. That is, list of games, quote the one you want, first come first serve, giver responds with a PM.
I think it's better than PM requests since it's visible to everyone in the thread so they can see if someone already quoted the game in question.

I think the next time i have keys to give away i will list the games and people can PM me if they want one but ill leave it open for say 24 hours and then pick a name out of a hat if there are multiple responses to a game. That way if someone is in another time zone they will still get a chance.
Does that sound a reasonable way to go about it?
