It's the first in ages (2005 in Japan, came 5 years later here and not by SEGA) and the 2nd they release in the West, they wouldn't require previous games
It sounds like a soft reboot, not pretending that the previous games' events didn't happen but simply re-introducing the world as they're bound to explain the state it is currently in, a decade after whatever cataclysmic event, and present a new cast as you interact with them, even if they reference older events and characters here and there. The first games also reference older characters and events you never saw, things happened in their world before players went in.
