As a speccy owning UK kid at the time... yes.
Ocean published some great games for the time and Titus had a few winners too. Tiertex i'll have to look into and LJN were some American bible game company that had some lawsuit with Nintendo didn't they? I know they self-published Nintendo games but i don't think they did much in Europe.
From a console owner in America's viewpoint... no idea.
