We have already explained this, SEGA only gave Epic 2 small projects which they didn't have any trust on, Troy was part of a sub-saga that didn't do well in the past and was full of criticism so they accepted epic money and focus on more important projects (see how Warhammer 3 is coming to Steam) and they gave them Sonic Colors (lol) most likely because the project is so small that no one will care about it but Monkey Ball remaster is coming to Steam.
And Atlus knows their shit has potential on Steam so I don't know why all the sudden you expect something like that to happen, multi-store? sure, Atlus would do, exclusive? don't think so.
Will P6 be sony exclusive? I think it will, timed for sure a la SMT5 (even tho we don't know if this one will come to PC) but the other part of the combo doesn't make sense based on facts we saw.
