There's probably a lot fo deeply hardcore spreadsheet and powerpoint action going on behind closed doors as they analyse budgets, roi and all that businessy type of thing. There's also going to eb a bunch of legal issues like music and IP rights, studio compensation and other things i can't even begin to think are a thing that need to be addressed. The big C word also messed a lot of things up and turned timetabling and resourcing into a dumpster fire.
They probably want to wait until they have concrete plans before announcing anything so they don't risk u-turns and delays etc and they also have to schedule the PC releases around their console releases too which complicates things. It's not as cut-and-dry as some people think.
