at this point i can only assume devolver are going to Tim first with every single new game they're publishing - to ask if he'll throw some cash at them to not release it anywhere else ... and depending on his answer - that's how they determine if it'll release on steam or not
Yeah it seems so. Very sad, since Devolver has been pro-consumer for a long time. But their games are rather small so Epic's money must make a huge difference for them.
This said, if more of their games are going to be EGS exclusive, they will join Annapurna and Deep Silver on my blacklist.

All EGS exclusive developers (and certain pubs) are on my personal Blacklist. Even Obsidian. I loved Obsidian but their last games were mediocre for my gaming tastes. I had 50 times more fun with Pathfinder Kingmaker and 100 times more fun with D:OS2 than with Pillars of Eternity. So I can live with it.
Well I guess I’ll be buying DARQ. I was already interested but I intended to wait until around Halloween, I’ll buy it now instead.

I can't wait for some of the EGS postmortems next year, where indies are either worse off for taking the Epic deal, or their audience bought the game on Steam a year later and Epic is no longer interested in their next game because it's clear their audience won't go to EGS.
And you'll be able to tell those who didn't meet their minimum EGS sales guarantee by how hard they're pushing the Steam version after a year. If given the choice between selling a copy that just repays Epic's guarantee with the developer seeing no extra, or giving the developer 70% of a Steam sale, they will no doubt be pushing for the extra cash.
That would be the sweetest thing to see. I hope Epic quickly gets a reputation for having inferior versions of games.The really interesting part is going to be when steam is getting "Definitive Edition" / "GOTY" versions of titles, maybe even with completely new features such as workshop support or leaderboards and seeing how EGS purchasers are going to feel about being stuck on "vanilla" edition with no plans to bring those features over to that version.
