use remote play together - apparently works every single time
Invite a friend worked for me when i started Risk of Rain 2 and chose someone who was offline.
You ge a free chat effect from clicking the button on the Task List, i think i also did that one with an offline friend too.
Watch Friend's Broadcast is just pure broken at the moment though.

Just a tip. Inviting friends into regular MP games is kinda borked for some games but a reliable way to unlock the quest is to invite a friend via Remote Play Together.
Also, neither has to have a mic for the Voice Chat quest to trigger.

inky and anyone else having problems with the friend's broadcast task. Do this, it worked for me!
Basically, add Restorn as friend, watch broadcast, get task. I then said thanks in the thread and removed them from my friends list.
Done.
