I find that when I only game on PC, I spent way less. When I was into consoles, I purchased so much extra stuff for my "shelf." Yeah, I'll spend a lot during a Steam Sale, but I spend way less throughout the whole year.

You would need to create a list of all the games on Steam, which is available via Steam API or SteamSpy.
Then you would have to remove the ignored games, which you can find at https://store.steampowered.com/dynamicstore/userdata/
